Colorization (green/yellow/red) of effort % is determined by comparing the actual value to the application rate thresholds.
As shown in the legend, thresholds for rules are a function of the number of variables in that rule (since it is more difficult to follow a rule with more variables).
Rule Threshold = Base Threshold ^ # Variables
For example, if the good (green) application rate is 0.95 for 1 variable, then for a rule with 3 variables, that green threshold is 0.95^3 = 0.857.
