Only admin profiles can do it.
The profiles are hierarchical, the rights given to a profile are automatically given to the top profiles in order:
User, Expert, Manager and Administrator
Click on your initials and on "Configure":
Click on "Profiles" (1), the profile you want to modify (2), and on 
or 
to change (3):
Don't forget to click on "Save profile" (4), at the bottom right of the window.
